If This is such a good thing than why did Bush get elected twice? Of course I do not believe they included North Americans in the study.

"Elected" in both cases is a highly subjective term. The person overseeing the election for a state should also not be the chairperson for one party.

I once read that most humans only use about 3-10% of their brain anyways. So unless the extra size allows for using it better I'm not terribly impressed.
